I don't think you can do that when you have already placed a bid, if you win the auction and you cancel it he still has to buy it from me or send me 20% cancellation fee. So beta you still have the lead with 13k or just wait until someone bids more and then you don't have to pay for it.

Once you placed a bid you can't change it as far as I know, you placed a bid of 13k and edited it back to 10k, which is reportable, as I said I let you slide this time but don't do it again. Texatz is in lead with 13k.
