Well i have tips but u need to follow it :
1:If u are recruiting then don't force him to join
2:If u are a leader u must be hard if the member
3:If the clan member is inactive then u must kick him
4:If u are recruiting ,first check his background ,is it active or not ,or have he ever been in forum.
if u follow this tip then u might be offical.
