Note they aren't all ideal for Toribash textures, but if you intend on using the software for other things too, certain software is designed for it eg Adobe Ai and Inkscape are made for making Vector graphics.
Most people use GIMP or PS for their art, they are both quite similar and easy to use.

My girlfriend used Powerpoint to make my set. I use Gimp to make random textures for other people.
