does the polar cord filter make it so i can draw what would be at the top of the head?

yes. it takes the top of the image and makes it into a circle. it gets less accurate the further away from the center you get. so i usually create a new layer and draw above the distorted layer then convert the new layer back and delete the copy.

if you want to map the bottom of the sphere i believe you would have to fip the image vertically first.
