One thing to notice regarding Juntalis generating these data is that the man does not sleep or take a bath, he just crunches data for a living. Or either he bruteforces the math or he just pulls these numbers out of his rear.

You can also test out the belt names by setting the experience limit of your server (thats how he got the names for One belt and Elite belt)
