Alrighty, I have some time now so I have started on it.
This is just my process and may differ from others, but here is how I would handle this image after sketch.
Pardon my not perfect lines, my tablet pooped out a while back and I am doing this with a mouse... albeit a good mouse.
Here is the first step I take with anything hand drawn. Cleaning it up.
I redid all the lines into 1 pixel and flattened the colors to make it easier to work with in the digital format. (Photoshop absolutely hates hand drawn lines.) But this is true for most all digital art software.
EDIT: After Cleaning it up so I could use some of the wonderful tools photoshop provides without it catching every lose pixel from the hand drawn lines.
The first step I took was to hit the darker parts with the chrome filter with the settings very low.
Then I drew some pupils into the eyes as well as brightened the inner edges to give it a bit of a glow.
After that I took the gradient tool and fiddled with it on several settings so as to create the effect on the cyber-brain. After that I slightly embossed the edges of the brain to give it a bit of depth.
Then I took a 100% soft brush set to around 15% opacity while using an almost white pastel blue to run the edges of the brain and eyes to really create the 'glow'.
After that it was a matter of darkening a few spots while lighting others till I got the desired depth.
All in all it probably took me longer to type this than to "digitize" this texture. I hope I provided you with some basic ideas of things you can do with images after sketch.
