Not quite in the UK. You need to register your phone number with the 'caller preference service' to make un-solicited calls illegal - problem is they only let you register land lines.
At best the offender will get their phone blocked, but it wont stop them getting another.
Yeah, the UK sucks for this stuff.

hmm this is very stange. If you want to find out his phone number this is what i usually do.
1. Check your "call log" and if you see that name "CALL 1" send a txt message without anything in it. Then check "Sent Messages" and click the name, and you can probably see his/her number.
2. If he/she called you and you missed it. Go to "Missed Calls" And see if you can find the number there.
3. Did you save the number? Then try Calling the name "CALL 1" then hang up. Go to "Dialed Numbers" And it should say his number under the name. If it does then you should block the phone number and let the police trace it.
If those don't Work then i dont know because my phone is like that.
