did the game work previously on this PC?

Yes it ran pretty OK despite this PC's age with a usual fps of 45-53 and dropping down to 25-32 when a lot is going on in the screen, been playing this game on this PC for many years now and it did run into a lot of bugs with this game too back then but they were always fixed immediately by updating the game or my drivers. However this time it seems like there is no fix unless they release another version with a fix as I've done everything I can I updated my drivers and everything and still no results.

in that case you could have an outdated driver due to the reset, or a problem with some hardware

do you play in fullscreen?

Alright I'll try another driver update, Yeah I play fullscreen I tried opening in windowed mode and nothing.
