I feel that a clan needs and Activity Bar, and how you get this 'activity' is by either being active in-game, or being active in the clan page/discussion thread.
Active in Clan Page (+5) Activity
Active ingame for a certain time, for example (playing for an hour +10 Activity and so on)
But that would be a bit hard to do so but you guys can try.

And now on to Clan Levels.
Level 5 : Hey, thats pretty good.
Level 10 : You are so close, yet so far.
Level 15 : Better than Level 14.
Level 30 : Damn, you guys are good.
Level 60 : Ok, Mr. 'We are a great clan'.
