Marketing a product is expensive, however just because this is a 15 year old game doesn't mean anything. Warframe was released in 2013 and they still dish out update trailers.
My suggestion is, do a community focused advertising effort. Produce properly source material, and fund a skilled editor.
Toribash will probably never get back to its peak that it had in like 2010-2016. It is true it is an unique game, but how others said, probably the whole planet already played this game and either got bored of it or found it too difficult to learn and gave up on it. There are still old members like myself or even older that still lurk the forums, but other than this i don't think the game will rise again even if Toribash Next will finally release.
