The minimum cards for running shaders are:
ATI Radeon 9600
Nvidia GeForce 6 series
Intel GMA965 (GMA950 on OSX)
The ATI is discontinued, and the Intels are onboard so can't be purchased separately.
A bottom end 6 series GeForce will cost about £30 ($50 - 60), but I'd advise a 6600 or 7600 if you want a cheap one that won't suffer slowdown.
