what is the difference between recruter and elite recruter?

That is something you will have to ask the leader of TSK he made the ranking system.I think it may be that the elite recruter is for higher belts and the recruter is for lower belt types.

well in a sitituation were an elite recruiter says yes and a recruiter says no the elite recruiters vote wins
