GIF have the same requirements as still images. With VIP, you can upload 150x150 avatars, still or GIF. However, the image file size must not exceed the limit, which is why it is hard to have 150x150 GIF images as avatars. Most of them exceed the limit.

Hugo also seems to have done something sexual with staff, due to why he can also have animated gifs. For me, I just touched Fish erotically and the next moment I saw I had animated gifs.
