Uhhm, the roster is the wrong place to post this for sure, also we're invited only the only way you can get in is to be invited by someone with high authority in phantom.

The Requrements for advancement section, iv never wanted a rules section.

Seeing as I am the second lowest rank, I am pretty sure I would unintentionally corrupt the requirements in my favor. I could provide input but the main task should go to someone other than me.
