I believe that after you buy anything from the marketeers that has the "no qi" restriction, once they send it to your account, you have to have the "qi" to be able to trade it to any other player. Am I correct?

Yes you are correct, once I get it I have to "unlock" it so i can wear it, and once unlocked there is QI

So it was a pack? In that case it was a minimum of 1mil to buy and you don't have to unlock it to wear it. It stays no qi if you don't unlock it.
