Gabiel is entirely correct. You already sent him the password- the only reason he OFFERED for you to withdraw is because you either didn't send him the password when you said you did (in which case you would be in trouble), or he simply wasn't receiving it for some strange reason. The account is now his, and there is nothing that you can do about it. It is your fault, he sent you the withdrawal amount back, and reporting him is a waste of both of your time. Get over it.
