Fingerprints don't have to be taken with ink, ever heard of laser scanning? Also fingerprints stay the same from birth to death even if one tries to remove them. You can try getting rid of it with acid or skin grafting but none of those ways have actually been scientifically proven to work (save actual removal of the fingers).

Why would it matter you it was legalized? Less people would probably do it anyways, reason being is that a lot of people are against weed. When legalized there is less of a chance that they are going to do cocaine and cocaine residue which is on more than half of the American bills. More weed, the chance of less of the other drugs such as, E, Cocaine, PCP, Crack Cocaine, Meth, Heroine and other drugs that are underground and I am unaware of.
