if my GRAPHICS CARD can't handle shaders .. what i do?

You buy a better graphics card or don't use shaders...

there is any programs to unable the shaders?

I don't sure is there any programs that can enable shaders. It depends only on your video card

if you can't enable shaders, just play with shaders disabled.

if you turn on shaders then go back to game and shaders is still turned off, your graphics card cant handle it.

if you turn on shaders but it lags, change fps rate to 60. if it still lags your craphics card can handle it, but is not that good.

oh i see what you mean.i think those are the soft shadows and reflections options.under the shaders in options.
edit: either update your card or turn off shaders

If the floor didn't change after activating shaders, then you may need to update your video drivers. Or your video card just can't handle it.

If you still see no change after turning on shaders and reflections you need a better graphics card
