Cloth shading is difficult. It's one of those things where you're either good at it, or you're not. Black outline is too bold.

A few/many (As long as it's consistent.) well placed strokes with the pen tool in both a darker and lighter color of the cloth.

Unfortunately, my PS crashed before I could save the .psd with all the updates, so I'll have to restart from the helmet.

I didn't mean the color, I meant the actual length of the shadow/light.

I'm not sure I follow. All the shading looks roughly proportional to me, I'm not quite sure what you're getting at.

Possibly, you can make the line less rigid. Like where the cape flows and folds over, curve it and don't make it so straight. Hope that helps.

A little more C/C: The chainmail looks way too symmetrical. Not too bad though.
