This wouldnt change much. I guess veb would be more intellegent than bush but more nervous when making speaches. But the american president actually makes very little decisions, they are all made by the back room staff. (George Bush obviously couldn't handle being president on his own, they just get somebody popular to be the face of the party (when i say popular, i may not be entirley right)).
