Actually, based on the grammar, the farmer is the subject of the sentence, not the dog... and therefore the description of "and bingo was his name" applies to the subject of the sentence... the farmer.

the song is saying there was a farmer, who had a dog named bingo. Not there was a famer named bingo who had a dog.
