Normally, withdrawing a bid will cause you to have to at least pay in a percentage as a penalty. But, as admitted, this whole auction was a false advert, since he didn't even have the ridiculously overpriced item.
That being said, if you've already made a transaction, it stands as is. If you haven't, no payment has to be made.
However, there is more coming your way for being careless with your auctions and your bids. Don't sell items you don't have. Don't bid TC you don't plan on actually spending.
