It's become somewhat of an older internet term. Those of us who use it become fewer and fewer. The reasons for this are unknown. Perhaps with the explosion of sites/apps such as twitter, people have adapted to short character limits and tend to write less anyway, which means that more people will read the entire message, thus making tl;dr an obsolete term.
