As Cold said about the alts thing, the alts or new players can do some cheap things like shovel or any other type of lift. What you are talking about is just plain QI, higher tourneys is something for u to earn. They want the servers for higher tourneys to be fair to players, not just players that are black belt.
No, that's not the problem.
Take the 5th-9th tourney for example, it almost never has the required amount of players for it to start.
Merging the tourneys, or making it open to lower QI's would be a good idea, so that the tourneys could actually start during a time other than the 2-3 hours a day where a large sum of people are online at the same time.
Alternatively, you could allow players to enter in the QI tournament below their current QI, along with the normal one. (With the same prize of course) Again, this is to increase the chances of tourneys starting during times where there's a minuscule amount of players playing. This option seems more realistic as it does not allow lower QI players to compete for more TC.
