We want the tags to show that people are in a team and if it doesn't have to be earned then we can't use it to motivate people as much.

Yeah, only if they are working together. So if they're having clan wars and or competing in events, we give them a toriclan. Or something along those lines.

Also the other things just to clear stuff up. We've got plenty of clans just idling and messing around in their boards with little to do. This has even lead to a few people getting some weird ideas of what clans are supposed to be. So I just want to have a system which will change the way people think about it.

Well I thought that some sort of guidelines just to help people understand what to do, would be helpful. Of course they shouldn't need them, but I think it would still be helpful.
