B. Illegal immigrant, works very cheap, does not pay taxes, only earns enough for basic necessities.
Ridiculous wealth makes people ambitious, and ambition, as proven by massive companies such as GM, opens factories, and offices, giving work to people, along with sponsorship in the research of many beneficial things such as energy efficient work vehicles.

Actually illegal immigrants would make so little that the government would have to pay to support them.
This way they pay tax, but don't get any benefits. Which is pretty much the best outcome for the economy.
