That would be because it's a photoshop file, only the name is really changed it tricks the computer

Your computer sure as hell fooled you, but nobody else it seems. The TARGA image you created is, in fact, NOT a TARGA image. When you use photoshop, you don't save as a tga, because it automatically saves it under a different format. You've gotta export it.

COM(B)AT knows what he's talking about. Its a photoshop file, right? Hence, it can only be opened as a photoshop file... GIMP won't open a photoshop file, especially if the format is screwed by renaming to try and 'trick' the computer. When you save it, EXPORT it as a .tga file.
