Ah, that's a bit dumb.
I can understand if it was a useless post/spam thing, but I don't see why the volume of ally requests should matter if it isn't spam.
I think it's a clever rule, it prevents people from spamming allience requests on unofficial dsc's. You can still request allience via irc, ingame chat or pm's though.
