I don't think you should put the states by name but by location like, north east, south east, south west, north west, and middle

Why do you think this? I can only see this so people can easily find the people closest to them.

If this is the reason why, people know the states around them, and there is no set imaginary line between north east and south east that every one knows exactly where it is. It would be a mind set imaginary line that changes in every ones mind. Plus what if someone was on the edge of that line and I put them with one group, and someone else was just on the other side of that line. They would be in the other group. Both of them would look at there group and have no idea that they are so close together.
