Do you mean 28k for full 128, or full 128 w/o head? If its with head then 30k, and 29k w/o head.
That would be at less than 4k per 256 texture item, which is too low. It's 7k per piece if you aren't buying all 15 items or 6.7k per piece if you are (bulk reasons).
