Thats what the Un-Sharp Mask Filter does. Also, in GIMP, you just have to do a scale image, it does layer and canvas.

Im pretty sure it only does the image, then u can right click on the layer and press Scale layer to image size.

Try Using pencil, It'll help alot.

I havnt seen that other oprion before.

Image - Scale Image scales both canvas and image, and all layers. Don't worry, Ctrl+Z fixes it if you didn't get the right size and/or don't like the quality loss.
