For goal #1: Regularly open up an iCoF recruitment server (I'd say about once a week we get together and play at that server, kinda like a meeting), ask them if they are active everyday, check their belt for blackbelt or above.

1.Goal: Mass Recruitment (active ones)..black and above... i think this is the primary goal..beacuse there r's not many of us left..

and how do you know if the recruit is active
what aspects specifically do we want from them?
or do we go randomnly asking if ppl want to join our clan
