The majority of this information below comes from my own experiences in making the [Fish] clan. I have tried to keep this as broad as possible.
Explanation of a Clan
There are several different types of clans. Basically, a clan is where a group of friends or skilled players can talk and interact with each other. On top of that, they get to make their own set of rules and free to run things how they like.
Making a New Clan
When making a new clan, its a good idea to find a few friends to make it with you. You don't want to be stuck on your own. There are few people who want to join a new clan with only one person in it. Generally, you'd want your clan to be a place where you, your members and friends can share with each other what you do.
Make it clear what your clan is all about. You want people to join your clan if the clans interests are relevant to their interests, not just because they like the look of it.
Goals and Aims
Writing up a few goals can help you plan a step by step approach to success. It just helps you to keep on track because you will always know what to do next, until you reach the end of your list.
Rules
When new people come into your clan, draw a line, so they are clear on what is expected of them. Then you have to ensure that everyone is respecting the rules. If you didn't already know, its a lot harder to maintain a good reputation than a bad reputation. Which is why it pays to not have any members stepping out of line.
Ranks
Every clan has a ranking system. The highest rank is generally the leader. If you want a ranking system that goes beyond just leaders and members, it pays to keep it simple. The main purpose of a ranking system is to clearly show who does or can do what. Usually it would say something like this... these people are our artists, these people can recruit new members, and these are our wushu elites.
There are some who try to build their clans around a ranking system. Unless all the members share the imagination and understanding of that system, they most likely not be able to benefit from having it. Though it is fair to say, if the system works for you, then it is right for you.
Clan Administrators
While only an admin (Delaid) can create new boards and change moderators for clans, the others keep an eye on things. They help run the council and make sure that the rules are being followed.
The Clan Council
When a clan applies to become official and get its own board, the clan council discusses and votes on the application. The council will read the clans DSC, check on them in-game and on IRC, then judge whether the leader is competent and whether the members are behaving respectably and active. If the clan is deemed worthy of becoming official they get their own board.
Leadership
The leader is responsible for the clan's well being and to keep things running smoothly. Leadership depends on communication. Having good communication within a clan is essential for things to run smoothly. So it is important that the members feel comfortable posting and talking to each other.
When it comes to major decisions, make sure you get a second opinion. Often, you will find someone else who has a better and more refined idea. If you cannot unite and make decisions together, you are with the wrong people.
Banking
As for handling a clan bank. It all comes down to honesty and trust. You can keep all the records you like, but unless others are checking them, they are useless. If people see that you are doing an honest job, they will feel comfortable donating and doing business with you. It's good if you can find someone you trust to help you run the bank.
Joining a Clan
First you need to find clan you like the look of. When you find one, do some research on that clan. If it looks clean, then get to know the members. All clans have requirements for joining, make sure you meet all of them. For some clans, being invited is a requirement, others require you to post an application. You should know how to go about joining any clan after you have done your research.
New Members
Once you have a clan going, make sure you don't let people in too easily. It's a good idea get to know them before you decide whether they are fit to join. Basing your decision off a single application isn't always a good idea.
Membership
If you are a member, you should support your leader and other members. Take part in the events even if you aren't good at it. Staying active is the best thing you can do. Being active is not just checking the forums everyday, you need to post as well. There is no point in joining in a clan if you don't post. Simply because, if there aren't many new posts or if the posts are spammish, there isn't much point is checking the forums and people start to loose interest.
As for representing your clan, whether it be in-game or on the forums, you need to be respectful of others. For not only are you trying to maintain your personal reputation, but your clans reputation as well. Being respectful and polite will help you make friends with others. If you are disrespectful and rude you will make fast enemies. You start to represent your clan as soon as your friends or foes see what clan you are in. This happens a lot sooner than you may realise, so you have to be on your feet all the time.
Allies
A good ally is one who is a friend or helps you. Like any good friend, you stay in touch with each other. That should mean your allies can post in your clan board or DSC. Don't just have allies for the sake of having a long ally list. You will look at your list, and you wont even be able to remember who or why they are on it. This is useless and a waste of time.
Enemies
Toribash is a game. A lot of people say "We have to hate our enemies" This is a waste of time. There is no need to bring shame upon your clans by flaming and arguing with eachother. If there are people you don't like, simply do not have anything to do with them. Just move on to something else.
Instead why not make your enemies your rivals? Why not compete if you think you are better than them? Why not settle things with fair competitions? This will make things much more fun and give good incentives for your members to be active.
