we cant help you. Its seems you have reached the unverifed transaction limit-you need to add a bank account or a credit card.

It is common problem with unverified paypal accounts. You can verify it by linking with credit card. I also heard that there is not 0$ limit but something like 500$ a day limit in some countries.
