It is not a shader by any means. It is an atmosphere.
As far as where to get it I have no idea. Try doing /atmo in-game, and finding it there.

I recall playing some form or "tag" or whatever, I dont remember the name of it. In the mod, player 1 has to touch player 2 before the timer ends and vice versa.(The mod was set in a dome)
