It's quite simple, if you upload a 512^2 image, it is resized to 128^2, thus any 512^2 image is viewed in game to everyone else as 128^2, ruining the point of having head textures at 512^2, as the resolution is dropped by a factor of 16 times, and quality is blurred, pixellated and damaged irreparably.

BY PREVIEWING HEADS IN 512x512, YOU ARE PREVIEWING A QUALITY THAT TORIBASH WILL NOT SUPPORT.
WHEN YOU UPLOAD IT, THE HEAD WILL AUTOMATICALLY BE RESIZED TO 128x128 WHICH CAUSES QUALITY LOSS.
