it's a no from me. leaving and then trying to come back just isn't cool by my standards, and if you do manage to be allowed back in he should definitely have 2 infraction points and have to be super careful for a while. on the topic of the new application I like it, the why you want to join question and increasing required post count would be nice so we know why they want in and that they will be forum active
