Because dealing 30% max health as magic damage to every champion hit and getting a 300 health shield PER champion hit (up to a 1500 hp shield) AND slowing them by 50% is totally not broken in some way or form. Plus the goddamn sound of it makes me jump out of my seat.

She has her place though. If there's not a lot of the right kind of hard cc, she can be a somewhat viable pick.
