Some (in fact, most) people simply
cannot afford to switch schools. So they're forced to obey to a code of conduct which they might necessarily agree to. By the way, just agreeing to a code of conduct does not mean that it should remain in place - something which is stupid is no less stupid when you tell people about it before they (forcibly) agree to it.
I bet it's also very commonly the sole decision of the child to which school he/she gets to go to.

So a school, which is supposed to be made for children/teenagers, is not supposed to cater to the general opinion of the said groups on issues which are not directly correlated with education efficiency (and where the indirect correlation, is, to be honest, a bit fuzzy) - perhaps the institution should learn to adapt to the majority opinion, instead of basing its policies on a misguided sense of tradition and dubious proofs/studies.
