Please explain how a moderator explaining things to a new user will do anything besides get him bonus rep. That wont change the state of the rep system at all. Like, really. The only way the way the quality of the rep system will change is if the USERS bring it on themselves to only give + or - rep for noteworthy posts.
I do agree that moderators could be more helpful, though, but I think it is fairly unconnected to reputation. Furthermore, I prefer judging people by my own experience with them, so rep systems here, and on other sites I frequent, mean little to me.
The moderator is someone who knows the forums and the subject that the forums are about. Basically moderators are looked up to by people on the forum. People may not realize it but mods subconciously tell people what goes and what does not. I have seen time after time mods on this forum flame people or just make useless posts and to be honest that reflects the rest of the community. As you can see i made a quality post and people have responded to that with a good heart and have done the same in posts that follow after mine. Its not about mods being nice, its about the mods setting examples and showing the community how they are supposed to act to ideas and show the eticate that is supposed to be present when talking to a person. If everyone just goes around flaming on everyone and making useless posts the community has shot itself in the foot. Without quality posts and healthy discussion there is no room for evolution of the forums.
How this ties in to the rep system is that if you have a quality forum you have a QUALITY REP system. You have to build a foundation before you can get to the highest part of the building. In this case the mods are the foundation(which is essential to have quality and contributing mods in a forum), quality posts and healthly dicussion is the middle of the building, and the rep system in the top of the building because that is what we all will want to strive for in the end. If the forums follow that then the rep will mean something and people will WANT to make a quality post rather than just "fail" and give a -rep for no reason, or atleast without stating why.
Of course this is all IMOH.
