because he got slowed down from the earth atmosphere, u could see in the stream that he is loosing much at speed, because air and stuff is under him...

As Blub said, when you are falling down the atmosphere, you get slowed down alot.
And when you stabalize yourself, you can slow down even more.

He slowed down alot due to the fact he went into a deadly spin mid way. He recovered after but that really slowed him down. Also even though he jumped from such high heights he didnt break the record for longest free fall since he was still faster than the person who had the highest free fall record.

Also before he released his parachute there was a drought parachute which is a small parachute to slow down your speeds. After that the parachute will automatically deploy.
