3.8? If you mean Toribash version, I don't think I have it either. But I don't see how it affects you acquiring textures.

All the textures are in beta. I have it now, its nice it has better non-shader graphics which is really cool.

IRC, main website (www.toribash.com), blog, or a thread in the forums. I don't have it yet, but it has to be in one or more of those. I would check IRC first, since that's where they had th 3.7 beta originally.
