You can also consider maxing E second with Kog, esp. if you go for an early phantom dancer or have a Nunu as your support. The 28% slow goes to 60% when maxed.
If you're trying to escape, as an example, spewing your E in the direction you're going to run and then running over it, will either force your enemies to go around your E, or over it (if in the jungle) unless they still have their gapcloser. With 60% slow you'll almost always get away from a person that can't instakill you after he uses his gapcloser, but a 28% slow doesn't do nearly as much.
You'll do slightly less damage in the mid game, granted, but you'll have a far better escape/setup for your team, and I feel this is more important during the stage where the AP Mid is stronger than the AD carry.
