Elections are still held manually in my country, there are old tribes who still hold traditional customs and forbid the use of electronic devices. I also personally believe that my country is not ready for technological advances when it come to political issues.

Reasons to shut the comms off might be due to the fact that the government didnt want anyone to find out they were cheating votes. They lost anyway- nobody believed in their shitty words and actions anymore.
