well sorry to make u look derp, but some of us study law here.
and at least when the law is finished its proposed , but its still non effective, it goes to a higher rank itn the democracy and he or she can choose to veto it or not among other options.
makeing who ever made those laws rewrite it or just gave up on it.
so i would say veto is to stop something bad to happen.
while a big sector says yes, another migth see it from a diferent side and veto it. and prevent the will of the sector.
