I dont know, but if you go around banhammering, when most are banned they use the fact that they didn't know the rules as an excuse. Ignorance is not an excuse, it's pretty easy to get along without knowing them. Common sense really, though, it'd be good to have somewhere that everyone could see the list of rules, if there are any, to save them even entering discussion and posting shite.
Though, thats if discussion gets through this 'depression'. The reason for this all is rapid threads, i'm sure it's been said before, but i didn't cycle through all the pages, but everything that used to be in discussion ended up rapid thread worthy, or wibbles. Nothing really 'fits' into general discussion anymore, and if it does, it's a rare case.
In my oppinion, you shouldn't be changing the description, because that wont get any more threads than you already have (unless you give examples like; "General Discussion - Discuss x, x and y here".), but you should be changing the title; "Not-so-useless-to-go-in-wibbles-stuff-goes-here - Donuts."
I'll post later, it's early right now, so forgive me if i've mentioned anything that i shouldn't have.
Discussion is a hard one to fit a topic into, to be honest. I understand.

I would personally fall under the "Irritable Moderator" category who feels that it's perfectly simple to follow instructions. Also, a mild bit of Facepunch flavor will do anything some good. It's just a matter of how much banspice people need.
As for IRC, of course people whine there. The people who do whine about that are not really considerable as a majority of the population, as the majority of our users are not banned. Also, banned people vs. admins is kinda the reason banned people are banned in the first place.
I understand that hormonal teenagers go "OhtehnoezIdidn'tdoanythingwrong" after robbing a bank and shooting a dozen people dead, in forum terms. That's their problem, they should stick to ingame. Harder to get banned there.
Facepunch is quite admittedly a fair bit of fun, but that'd only get rid of the shit threads and users. Still no wonderful stuff.

As for the problem with posts here in Discussion, i think a mix of moderately strict rules and rewards for good posters would be good. Infract (and eventually ban) the bad and horrible posters, and reward those who make above-average posts. Average posts get nothing, but this might motivate people to think their posts through, and try to get rewarded for it. How to make this system work is probably rather tricky without placing any "powers" in the hands of the users, though. Darn.

No voting things yet, I think I might enable thread rating, but only if I think people will actually use it and do something with it. Thread rating wouldn't do anything yet anyways, and I don't see a purpose for making that the case.
I was thinking about giving the moderators a few 100k to give out to good posts or whatnot. Toricredits for decent posts (as decided by moderators, not peers) should do the trick, in my opinion.
