You could apply right now. Most of us don't particularly care for ingame belt, just the skills.
If you are indeed a 2nd Dan, then you can prove it to us, one way or another?
But Kam's got a point, even if we do make some exceptions to Black belts or others, Yellow belt is "Just" too low.
You can try to increase it a bit and all.
But we want to know the reason why you are not applying on your second dan and what not.
And also, no double clanning plis.
