Activity (Forum & Ingame)
Skill
Donations/contributions
Wins in wars
If you are an artist/recruiter, you will not be evaluated. Your contribution is enough. All members in the Horder rank have a risk of being put in the cone of shame, which means no wars until you prove that you are good enough to play, or possibly kicked. This is serious.
