After much thinking here is my final ruling

Nosam - I wont vote
Mark - Yes

Sticky and I (also Aslask) tested nosam and mark, well, and they both have decent skills, only nosam beat me once, but he's a 5th dan, so based on skills and belt level I vote yes on mark and no for nosam, but just for skills, I'd like to know them better on IRC... pro skill jerks are useless.
