Anyway, I want to build an arena where mobs spawn (a very dark room that I light with the press of a button/lever). Anyway, I was wondering if there are any specific blocks I could use to make the rate of the mobs spawning higher?

nah mobs spawn on all blocks equally as long as its dark and you're a specific amount (a range) of blocks away. If you mean farmy mobs then they spawn on grass but I'm assuming you mean zombie mobs and such.
